A settlement is a hamlet, a village, a town or a city. It contains buildings visit and NPCs to meet.
Yes! You can create 5 settlements on Free Mode - and you don't even need to create an account. If you want to create more with more features, you can upgrade to a Beast Mode account.
If you downgrade your account, you will lose access to the premium features. You will still be able to access the free features and all previously created settlements.
